Victoria Frances Bates, born June 15, 1994 to Gloria Kramer and Phlenarrie Bates in Indianapolis, IN, died January 31, 2015 in Rapid City. She attended St. Thomas More High School until 2011 and graduated from Rapid City High School in 2014. She recently worked at Wal-Mart and Fountain Springs Nursing Home. Victoria is survived by her mother, Gloria Kramer, Rapid City; her father Phlenarrie Bates, Indianapolis, IN; her sister Florine Bates, Rapid City; aunt and uncle Julia and Jay Katzenberger, Rapid City and cousins, Shannon and Wayne Watson, Rapid City; Amanda Katzenberger, Huron and Andrea Beltran, Sioux Falls.
